Oil prices waffled upward Tuesday, reaching for, but not quite touching the $40 threshold as traders anticipated a decrease in demand due to a threatening uptick in COVID-19 cases and increased production from the Middle East as the Libyan blockade is lifted.
As Tuesday afternoon, WTI Crude was trading at $39.80.
